Ifnot, the easiest territory to find then is Memphis, since it's the smallest one. If you get within 100 meters of them, they'll show up on your compass/map. After you get the quest, start heading to viewpoints in the territories that they're in, and if they get within ~500m of that viewpoint, they'll get tagged for you on the map.
